Welland Downtown Revitalization

The Welland Downtown Revitalization Study was completed in response to a controversial proposal for a New City Hall, which was intended to redefine Welland’s Downtown Fabric. The Municipal government, at the time, was divided on the proposed design and it was decided that the City would look for alternate solutions.
The study recognized the condition and evolution of Welland’s Downtown Fabric and how to interpret its future development. It was subsequently issued as part of the re-issued Request for Proposals to obtain Architectural and Landscape design services for the New Welland City Hall Project.
The Study was divided into three stages; the first stage looked at examples of other revitalization projects and past proposals. This stage was done to determine what were the right questions to ask and to see what action had already been taken. The second stage looked at the physical, social and economic development of the Region and the City.
Analysis also looked at land use patterns, space planning, climatic influences and circulation patterns. The “final design” proposed design typologies that would stimulate community and economic growth.
